I REFERRED to the proper departments of His Majesty's Government your note of the 14th ultimo, enclosing a copy of a communication from the Japanese Govern- ment, in which they stated that they were prepared to agree to the proposals of His Majesty's Government with regard to the Opium Conference provided that it was understood that the participating Governments were not to be invited to take measures for the total prohibition of the manufacture and sale of morphia and cocaine in their respective countries.
I have the honour to inform you that, in suggesting the imposition of severe restrictions on the manufacture of and trade in morphia and cocaine, His Majesty's Government had not in view the entire suppression, but only the strict supervision, of such manufacture and trade,
